Competences


Competences of the Committee for European Affairs (Komitet do Spraw Europejskich, KSE) have been specified in the Act of 27 August 2009 on the Committee for European Affairs.

The main task of the KSE is to make, on behalf of the Council of Ministers, decisions concerning:

1) examining and making decisions on matters related to:   

    • standpoints concerning documents of the European Union subject to consultation with the Member States and the assessments thereof formulated by the relevant institutions or other bodies of the European Union,
    • preparation of the government administration bodies to the fulfilment of tasks resulting from the membership of the Republic of Poland in the European Union,
    • informing of the society on the processes of European integration and on the membership of the Republic of Poland in the European Union,
    • instructions for meetings of the Council and of the Permanent Representatives Committee and reports on such meetings, as well as information concerning standpoints for the meetings of the European Council and information about the results of such meetings;
    • draft initiatives and standpoints concerning matters related to the functioning and policy of the European Union,
    • principles for the standpoints of the Republic of Poland in proceedings before court bodies of the European Union and in proceedings conducted by European Union institutions with regard to breach of the European Union law by the Republic of Poland,
    • information concerning utilization by the Republic of Poland of the financial support mechanisms offered by the European Union and the member states of the European Free Trade Association (EFTA),
    • documents related to coordination of the implementation of the European Union law into the Polish legal system,
    • cooperation between the Council of Ministers and the Sejm and the Senat in matters related to the membership of the Republic of Poland in the European Union, as specified in separate regulations;

2) agreeing upon draft government documents containing:

    • standpoints of the Republic of Poland concerning draft international agreements establishing European Communities and the European Union or stipulating the rules of their operation,
    • standpoints of the Republic of Poland presented in the European Council,
    • complaints presented on behalf of the Republic of Poland to court bodies of the European Union,
    • strategy for activity of the Republic of Poland within the European Union.

The tasks of the KSE include also examination of documents related to the preparation for and support of the Polish Presidency in the Council of the European Union.

The Council of Ministers may authorize the Committee to consider, resolve and agree upon issues other than those specified above, but related to the membership of the Republic of Poland in the European Union.
